Wayne manages Laramie's relationships and compliance with the state and federal agencies that regulate the oil and gas industry, from the unique perspective of a former Federal regulator of our industry. Prior to joining Laramie, Wayne spent over 15 years with the U.S. Bureau of Land Management ("BLM") as a petroleum engineer where he was responsible for the BLM's oil and gas programs in two of its major field offices in the Rockies. At the BLM, Wayne approved well permits and drilling and production operations on Federal lands, coordinated inspection and enforcement programs, and reviewed and approved environmental compliance programs.

With his civil service and industry background, Wayne assists Laramie to design and implement our natural gas field development programs to comply with the stringent policies and guidelines of the U.S. Forest Service, the BLM, and state and local governmental regulations that conserve natural resources and protect the environment.

Wayne began his career in 1987 as a petroleum engineer with Sperry Sun Drilling Services where he worked offshore Gulf of Mexico for over three years. He returned to his home of Grand Junction, Colorado in 1991 and joined the BLM. In 2005, Wayne set-up his own consulting firm to assist oil and gas companies with their regulatory compliance and permitting.

Wayne graduated with a B.S. in Petroleum Engineering from Texas A&M University.
