JOB DESCRIPTION
The Senior Revenue Accountant performs all functions of the revenue process with limited supervision. The person is responsible for updating monthly worksheets and uploading the information into the Bolo system. This individual will be a hands-on, self-motivated, highly organized and creative professional that can interface effectively with Operations, Production Accounting, Land, and Financial Reporting groups and may function as a trainer for lower-level accountants.
KEY RESPONSIBILITIES
- Responsible for most activities associated with the recording of revenue, expenses, and volumes associated with the sales of oil, gas, and natural gas liquids, including preparation of monthly revenue allocation worksheets, processing prior period adjustments, validating production data, verification of commodity pricing, determine accuracy of revenue and expenses based upon marketing and gathering and processing contracts, accurate royalty disbursements based upon mineral division of interests and state and federal regulations, and coordinate revenue check mailings.
- Formulate monthly revenue matrices for operated wells using interpretations of complex contractual arrangements.
- Prepares and files accurate and timely monthly, quarterly, and annual regulatory reports to appropriate state and federal taxing authorities, and federal royalties.
- Responsible for responding to state and federal regulatory agencies to resolve audits, inquiries, and disputes. Fulfills data requests, review and recalculation of tax and royalties and production volumes, re-filing of wells involved in federal unit expansions or Communitization agreements, and re-filing reports with regulatory authorities.
- Responsible for the accurate and timely monthly, quarterly and year end close. Prepare accruals, journal entries, reconciliations, and account analysis to identify and resolve accounting issues or errors. Comply with interdepartmental processes to ensure revenue accounting is complying with all Company procedures. Coordinates with other departments in resolving complex revenue accounting matters. Support revenue analysis reports requested by Operations and Management.
- Determine accuracy of royalties received from check stubs received from non-operators based upon mineral division of interests, investigate, and resolve discrepancies.
- Back up to Land group to resolve and correspond with owners regarding revenue checks, transfers, 1099s, DR21Ws, and any other questions; Log and maintain owner inquiry database.
- Support requests from both internal and external auditors. Complete internal and external documentation and testing requests.
- Prepare monthly revenue variance analysis, explain fluctuations in amounts as compared to prior months and estimates. Complete revenue accrual analysis and provide detailed feedback on accrual results.
- Interpret, document, and implement revenue recording process documentation, procedures, and electronic revenue records policies and evaluate and maintain on an ongoing basis.
- As needed or requested, handle other activities and special projects to support well operations, audits, and accounting obligations along with operations and management reports.

EDUCATION, KNOWLEDGE AND SKILLS
- College or university program degree; or 6+ years related experience and/or training in oil and gas revenue accounting; or equivalent combination of education and experience.Bachelor’s degree in Accounting, Finance or related discipline, preferred.
- Knowledge of Bolo accounting system experience preferred. Strong computer skills, including proficiency in Microsoft Word and Outlook and intermediate to expert level Microsoft Excel.
- In-depth knowledge and understanding of revenue accounting. Comprehension, experience, and ability to apply regulatory guidelines and interpretations to royalty and tax filings.
- Highly analytical, and overall ability to thoroughly understand issues and foresee complexities. Experience working in a continuously changing environment.
- Takes ownership, pays attention to detail, and accepts the initiative to take on additional work if necessary.
- Ability to display a high level of initiative, effort, and commitment to effectively manage projects, prioritize deliverables in order to meet deadlines, use time efficiently, and improve efficiencies.

SUMMARY
The primary role of this position is to manage permitting processes and obtain federal, state and Relevant Local Government, and other governmental permits. This role is responsible for tracking, preparing testimony for public forums, advisor of permitting risk, and compliance. Requires extensive experience in surface use planning and permitting well pads, pipelines, access road, and ancillary facilities; in addition to securing permitting variances. The Senior Permitting and Environmental Planner also works with drilling, completions, and production personnel to ensure that permits are obtained in a timely manner, maintains all records, and stays up to date on new and emerging regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Comprehensive understanding of federal, state, and local regulations, laws, and requirements
- Review survey plans for accuracy, permit compliance and consistency for ECMC, BLM, or Relevant Local Government permitting. Expedite revision correction request.
- Prepares and/or supervises the preparation of numerous plans, figures, and exhibits associated and in accordance with OGDPs and Federal APDs, including Stormwater Plan, Emergency Response Plan, Interim Reclamation Plans, Noise and Light Mitigation Plans, Hydrology assessment, Wildlife Plans, Water Plans, 13-Point Plan, Proposed Action, Development Plans and maps, etc.
- Accurately and timely files Federal, Relevant Local Government, and ECMC permits and track approvals for the following permits:
- STATE – ECMC Forms: 2 (Permit to Drill), 2A (Oil and Gas Location Assessment), 2B (Cumulative Impacts Assessment), 2C (Oil and Gas Development Plan), 4(Sundry Notice), Form 28 (E&P WMF), 31 (Injection Permit Application), 33 (Injection Well Permit Application)
- BLM – BLM APDs (digital Form 3160-3), BLM Notice of Intent and Subsequent Report Sundries (digital Form 3160-5)
- RELEVANT LOCAL GOVERNMENT
- Mesa County: Well pads (Oil and Gas Location Application), Temporary Employee Housing (Commercial Site Application), Oil and Gas Support Facilities (Land Use Change Permits)
- Garfield County: Land Use Change Permits uses an array of uses including temporary Employee Housing, oil and gas locations triggered by ALA.
- Maintains working knowledge of new developments in the industry and government regulations.
- Tracks Company Staff hours and costs spent on OGDPs and Federal APDs
- Develop and maintain a list of external regulatory reporting requirements as well as a comprehensive calendar for COAs.
- Interacts with Land Department and legal counsel for preparation of ECMC hearing documents for OGDPs and variance requests.
- Prepares CPW waiver requests and communicates to ensure successful waiver support.
- Testifies during and prepares presentations for ECMC OGDP Commission hearings.
- Assist with preparation and obtaining Informed Consent from Residential Building Owners and Tenants. Build and maintain relationships with landowners, residential building owners, and community members.
- Conduct, present, and organize Community Outreach meetings.
- Assists with the preparation and release of reports, studies, and other publications that require interpretation of laws or regulations.
- Establish and maintain positive working relationships with federal, state, and local regulators regarding regulatory compliance and permitting.
- Interacts directly with government regulatory agencies (ECMC, BLM, CDPHE, CPW, Local Relevant Government) staff during preparation and submittal of permit applications.
- Work closely with engineering and operations teams to ensure accurate planning of locations delivery of development plans.
- Assesses and identify risk associated with regulatory changes that affect the planning, preparation, and submittal of permit applications.
- Schedule and conduct onsite pre-application visits with numerous regulatory agencies and stakeholders.
- Complies with Federal NEPA actions and permits.
- Prepares ECMC variance requests, hearing applications, and hearing presentations.
- Assists Regulatory and Environmental Manager in ECMC hearings preparation and oral presentations during ECMC Commission hearings.
- Advise and direct the company on best management practices.
- Work with internal and external environmental professionals for planning and mitigation.

EXPERIENCE
- At least 10 years of oil and gas experience with at least 5 years regulatory experience.
EDUCATION
- Bachelor’s degree required.

Salary Range: $103,500 – $131,890
