Job Title: Emission Compliance/Pipeline Integrity Inspector (ECPI)

Department: Operations

Reports To: Sr. Emission Regulatory Coordinator

FLSA Status: Non-Exempt

 SUMMARY

The Emission Compliance/Pipeline Integrity inspector will work for Operations in cooperation with Emission Coordinators. The job will have two primary functions. It is estimated that         50-60% of the time and work effort will be focused on the company wide LDAR program by utilization of Optical Gas Imaging (OGI). The LDAR work will be primarily conducted in a field setting. The ECPI will be responsible in cooperation with Operations to schedule and conduct OGI surveys on Laramie equipment and facilities. The second primary function will be to provide oversight of our Pipeline Management, Maintenance, and Integrity Program. It is anticipated that this task will take the remainder of the ECPI’s time and work effort, and it is expected to be largely office based and focused. The ECPI will work with Operations and Regulatory to assure that all testing and reporting as required by the governing agencies are conducted as required.

 ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Act as program lead for Optical Gas Imaging (OGI) IR camera inspections of natural gas facilities, to maintain compliance with Colorado Regulation 7 and EPA OOOOa LDAR requirements. Duties include scheduling and conducting inspections, performing routine repairs of leaking equipment, determining rule applicability, maintaining inspection records, and compiling reports.
  • Respond to regulatory agency inspections and records requests (e.g. CDPHE site inspections, annual emission inventory and Greenhouse Gas Reporting, etc.)
  • Conduct field inspections including but not limited to onsite signage and equipment labeling, control equipment, visible emissions, AVO, and OGI.
  • Periodically collect field samples including fuel gas, pressurized condensate, and produced water.
  • Knowledge of ECMC, COPUC and PHMSA pipeline regulations.
  • Knowledge and experience in safe handling practices of flammable gases, liquids and high-pressure systems.
  • Provide daily support and/or updates to Operations and any other team that may require assistance.
  • Determine annual inspection requirements for both LDAR/Pipeline Integrity, conduct and track all periodic inspections.
  • File all necessary pipeline activity forms within ECMC E-File, including but not limited to Form 12s, 44s, and 42s.
  • Work with GIS personnel at Laramie, to ensure all pipeline changes are being updated within ARCGIS, and Google Earth.

  • Review reports for accuracy and completeness.
  • Other duties assigned within the Regulatory and Environmental Team.

QUALIFICATIONS

  • Minimum of two (2) years of experience in the oil and gas industry, either in an environmental compliance or field operations role.
  • Establish and maintain effective communication with other personnel.
  • Intermediate computer skills, inclusive of MS Excel and Word.
  • Must be willing to travel to field locations.
  • Ability to complete work with limited supervision.

CERTIFICATES, LICENSES AND REGISTRATION

  • The successful applicant will maintain ITC certification as a FLIR Optical Gas Imaging Thermographer
  • Valid Driver’s License

Salary Range:  $52,650 to $70,730
